Why do I always get an error when trying to use CompleteSale to update a transaction paid for through PaisaPay?

When you try using CompleteSale API call to update shipment tracking information for a transaction through PaisaPay, you will receive the following error:
tracking number addition is not allowed for this type of transaction.
Why am I getting this error and what does it mean?
As part of PaisaPay's payment flow, the seller must upload a tracking number within 10 days of the sale. A call to CompleteSale does not work for PaisaPay transactions.
